Mobile Edge Computing (MEC) is emerging as one of the effective platforms for offloading the resource- and latency-constrained computational services of modern mobile applications. For latency- and resource-constrained mobile devices, the important issues include: 1) minimize end-to-end service latency; 2) minimize service completion time; 3) high quality-of-service (QoS) requirement to offload the complex computational services. Positive Computing as Paradigm to Overcome Barriers to Global Co-authoring of Open Educational Resources

The adoption of Open Educational Resources (OER) can support collaboration and knowledge sharing. One of the main areas of the usage OER is the internationalization, i.e., the use in a global context. However, the globally distributed co-creation of digital materials is still low. Therefore, we identify essential barriers, in particular for co-authoring of OER in global environments.
